Abstract

الملخص: تهدف الدراسة إلى تسليط الضوء على الحاجة للتعاون الدولي و تأثي التهديدات البيئية على الأمن الإنساني حيث تم إبراز مدى أهمية البعد البيئي و إعتباره أحد المخاطر التي تهدد أمن الدول، و محاولة مواجهتها بمختلف الوسائل و الآليات من مؤتمرات و اتفاقيات، و هنا برز دور المنظمات الدولية غير الحكومية – كونها كيان جديد في القانون الدولي -، حيث أضحت تتمتع بعدة خصائص و امتيازات مكنتها من الحصول على مكانة هامة في العلاقات الدولية، فالدول لوحدها لا يمكن أن تجابه التهديدات البيئية. و هنا ظهرت منظمة السلام الأخضر التي هي من المنظمات البيئية العالمية التي أبدت قدرا كبيرا من الجهد من أجل الدفاع عن القضايا البيئية المختلفة على المستوى الدولي، وقد شاركت في العمل على حماية البيئة من الأخطار التي تحدق بها، كما تعمل على توعية الأفراد من خلال حملاتها لنشر الثقافة البيئية و الوعي البيئي، غير أن حقيقة الأمر هو وجود صعوبات لعدم الالتزام بالبروتوكولات و الإتفاقيات الموقعة من قبل الدول سواء الكبرى أو النامية Abstract : The study aims to shed light on the need for international cooperation and the impact of environmental threats on humanitarian security, as the importance of the environmental dimension has been highlighted, and it is considered one of the risks that threaten the security of states, and to try to confront them with various means and mechanisms from conferences and agreements, and here the role of international NGOs - their being emerged A new entity in international law-where it has many characteristics and privileges that enabled it to obtain an important place in international relations, as countries alone cannot confront environmental threats.
