Abstract: abstarct At present, Algerian society needs more than ever the contribution of universities to the development of the country in order to face major challenges such as digital transformation, environmental protection and sustainable mobility. Like all Algerian cities, Constantine has a university network of choice , The university city Salah BOUBNIDER to the new city Ali MENDJELI; the first in Africa; a different, large-scale project (170Hect), bringing together several places of teaching, research and residences; heterogeneous, but complementary; which has created an unprecedented dynamic. Despite its 112 innovative character, its size weighs heavily on the nature of recurrent movements; which are increasingly long, tiring sometimes even impossible, especially when the micro-climate is lacking, in the absence or scarcity of green space development, which only worsens the situation. The observation is made since 2013, and concerns users of the university city without exceptions, However, the tramway appears as a means of travel of choice for the mass, and manages to create the rapprochement of distances and facilitates mobility between the university city and the two cities (Constantine mother and the new city Ali MENDJELI). Unfortunately this means and for essentially safety reasons remains at the tangible limits of the university and partially improves the approximation of distances to users. Several relevant questions have asked us, Is there a possibility to integrate the tramway, this safe, gentle and fast means of mobility to extend the effect of bringing users' distances closer to their academic places? Can the tools of the NICT solve this dysfunction, and enroll the couple (university, mobility) in a sustainable approach?
