Développement local durable dans la wilaya de Guelma

Abstract

RESUME Cet essai est une modeste contribution qui a pour objectif de lier le projet territorial à l’aspect économique de la ville en termes de production de richesse et de valeur ajouté. Théoriquement, le développement local est une source de richesse et de valeurs ajoutées. C’est un concept qui a pour finalité de conduire à la création par les collectivités locales de leurs propres richesses. Partant du constat que chaque région dispose de spécificités et d’atouts, il est désormais recommandé aux autorités locales de chercher des alternatives pour remplir les caisses de leurs communes. Les domaines traditionnels concernés par le développement local sont l’agriculture, l’industrie locale, l’artisanat, le commerce, le tourisme local et d’autres. Nous nous attellerons d’abord à définir et à démontrer que le développement local et sa capacité de développement régional sont confrontées à des difficultés dans de nombreux domaines, qu’ils soient culturel, social, politique ou même économique. C’est l’un des concepts économiques les plus importants aux niveaux national et international actuellement. Thème d’actualité suite à la baisse des revenus des hydrocarbures en Algérie suite à une longue période d’économie planifiée, le développement local est devenu une préoccupation majeure pour les autorités locales algériennes sous la contrainte de l’Etat central. Malgré les efforts déployés par les autorités locales afin promouvoir ce domaine, il existe toujours des faiblesses au niveau local, ce qui nous a amené à tenter de répondre à certaines questions liées à la réalité économique de la région. Notre recherche visera aussi à mettre en évidence ce qu'est le développement local et présenter les différentes parties impliquées pour l’appliquer et comment relever les défis du développement local en Algérie. Pour atteindre cet objectif, deux approches ont été effectuées : l’une théorique afin de démontrer le concept de notre recherche et une autre approche territoriale combinant plusieurs sous-approches pour identifier les opportunités locales offertes par la wilaya de Guelma et mettre en exergue les richesses potentielles du territoire de cette wilaya. Au terme de notre cas d’étude, nous mettons en valeur les résultats encourageants pour la mise en œuvre du processus de développement local durable dans le territoire de la wilaya de Guelma qui même enclavé offre des potentialités incontestables de développement, surt ملخص: هذا العمل مساهمة متواضعة تهدف إلى ربط المشروع العمراني بالجانب الاقتصادي للمدينة من حيث إنتاج الثروة والقيمة المضافة. من الناحية النظرية ، التنمية المحلية مصدر للثروة والقيمة المضافة. إنه مفهوم يهدف إلى خلق المجتمعات المحلية لثروتها الخاصة. بناءً على ملاحظة أن لكل منطقة خصائصها ونقاط قوتها ، يوصى الآن بأن تبحث السلطات المحلية عن بدائل لملء خزائن بلدياتها. المجالات التقليدية المعنية بالتنمية المحلية هي الزراعة والصناعة المحلية والحرف والتجارة والسياحة المحلية وغيرها. سنبدأ أولاً في تحديد وإثبات أن التنمية المحلية وقدرتها على التنمية الإقليمية تواجه صعوبات في العديد من المجالات ، سواء كانت ثقافية أو اجتماعية أو سياسية أو حتى اقتصادية. وهي من أهم المفاهيم الاقتصادية على الصعيدين الوطني والدولي اليوم. أصبحت التنمية المحلية من أهم القضايا في أعقاب تراجع عائدات النفط والغاز في الجزائر بعد فترة طويلة من الاقتصاد المخطط ، وأصبحت مصدر قلق رئيسي للسلطات المحلية الجزائرية في ظل قيود الدولة المركزية. ورغم الجهود التي تبذلها السلطات المحلية للنهوض بهذه المنطقة ، لا تزال هناك نقاط ضعف على المستوى المحلي ، مما دفعنا لمحاولة الإجابة على أسئلة معينة تتعلق بالواقع الاقتصادي للمنطقة. سيهدف بحثنا أيضًا إلى إبراز ماهية التنمية المحلية وتقديم الأطراف المختلفة المشاركة في تطبيقها وكيفية مواجهة تحديات التنمية المحلية في الجزائر. لتحقيق هذا الهدف ، تم تنفيذ نهجين: أحدهما نظري لإظهار مفهوم بحثنا وآخر إقليمي يجمع بين عدة مقاربات فرعية لتحديد الفرص المحلية التي توفرها ولاية قالمة وتسليط الضوء على إمكانات الثروة. أراضي هذه الولاية. في نهاية دراسة الحالة الخاصة بنا ، نسلط الضوء على النتائج المشجعة لتنفيذ عملية التنمية المحلية المستدامة في إقليم ولاية قالمة والتي ، حتى لو كانت غير ساحلية ، توفر إمكانات تنموية لا جدال فيها ، خاصة في مجال الزراعة و السياحة. Based on the observation that each region holds specificities and strengths, it is now recommended that local authorities seek alternatives to fill their capital of their municipalities. Traditional areas concerned with local development are agriculture, local industry, crafts, commerce, local tourism and others. We will first attempt to define and demonstrate that local development and its capacity for regional development face difficulties in many areas, cultural, social, political or even economic. It is one of the most important economic concepts nationally and internationally today. It is a topical question following the decline in hydrocarbon revenues in Algeria following a long period of planned economy, local development has become a major concern for Algerian local authorities under the constraint of the central state. Despite the efforts made by the local authorities to promote this area, there are still weaknesses at the local level, which has led us to try to answer certain questions related to the economic reality of the region. Our research will also aim to highlight what local development is and present the different parties involved in applying it and how to meet the challenges of local development in Algeria. To achieve this objective, two approaches were carried out : one theoretical in order to demonstrate the concept of our research and another territorial approach combining several sub-approaches to identify the local opportunities offered by the wilaya of Guelma and highlight the wealth potential of the territory of this wilaya. At the end of our case study, we highlight the encouraging results for the implementation of the sustainable local development process in the territory of the wilaya of Guelma, which, even if it is landlocked, offers undeniable development potential, especially in the field of agriculture and tourism.
